Biography

Hywel brings strategic and systemic insight to the complexity of public service delivery and the form and function of public services. 

He has wide ranging experience facilitating the work of senior politicians and officers in dealing with the significant challenges of their department or authority, as they seek to deliver for their communities.  This experience includes developing and testing new models of local government, with the LGA in 2011, as well as specific work with local government on children’s services, adult social care and local environment issues.  He has national policy experience covering local government, and wider issues of the built and natural environment, including energy, land use, sustainability, waste and biodiversity.  

He is currently working with a number of local authorities as they develop their plans and delivery to achieve local energy programmes.

Previously Hywel has worked as a Senior Fellow (Policy and Organisation Development) at the Office for Public Management (OPM), and was Policy Advisor to Rt Hon Hazel Blears MP (at CLG) and the Rt Hon Hilary Benn MP (at Defra) and their respective Ministerial teams between 2007/10.
